Market Creation Policy
ANYONE is built for people and communities to create markets around future events.
Markets can be global or local, serious or playful, mainstream or deeply niche. What matters is that participants understand the question, the result can be verified fairly and the market does not create unacceptable legal, safety or integrity risk.
This Policy applies to any market created, claimed, submitted, distributed or operated through ANYONE.
INFO
Permissionless market creation does not mean unrestricted market creation. Markets must comply with this Policy, the Terms of Use and applicable law.
1. The standard for every market
A market is eligible only when it meets all of the following requirements:
| Requirement | Standard |
|---|---|
| Clear question | A reasonable person can understand what is being asked without guessing |
| Defined outcomes | Every valid result maps clearly to one of the listed outcomes |
| Future event | The outcome is not already known or publicly available when participation opens |
| Fair close time | Participation closes before the result is known or revealed |
| Public evidence | The result can be supported through an approved data source or publicly reviewable evidence |
| Resolution rules | The market explains what makes each outcome win |
| Failure handling | The market states what happens if the event is cancelled, delayed, unavailable or ambiguous |
| Integrity | The market is not structured to mislead participants or enable unfair manipulation |
| Compliance | The market does not violate this Policy, the Terms of Use or applicable law |
TIP
A market can be strange, funny or extremely specific. It still needs to be clear, fair and verifiable.
2. Markets generally allowed
Subject to supported functionality and applicable restrictions, ANYONE may support markets about verifiable future events such as:
- Asset prices or defined financial data points
- Sports results and measurable in-game events
- Elections, public votes and official political events
- Company, protocol or public-figure announcements
- Entertainment, awards, music, television and cultural events
- Creator content, public posts and livestream moments
- Community milestones and internet-native events
- Local events supported by credible public evidence
- Recurring market formats built around a clear repeatable rule
Examples of valid questions include:
| Market idea | Why it can work |
|---|---|
| Will BTC be above a defined price at a defined UTC time? | Clear threshold, time and structured data source |
| Will Team A win the official final? | Official result can determine the outcome |
| Will Creator X say a defined phrase during a scheduled public stream? | Public recording can verify the result |
| Will an official account publish a specified announcement before a deadline? | Public source and deadline are defined |
3. Markets requiring additional safeguards
Some markets can be permitted but carry greater integrity, legal or safety risk. ANYONE may require additional disclosures, earlier close times, stronger evidence, review before discovery or limits on participation and earnings.
Creator-controlled markets
A Creator-controlled market is a market about an event, action or piece of content that the Creator or a closely related person can influence directly.
Examples include:
- A market about what the Creator will reveal on a livestream
- A market about which challenge the Creator will complete
- A market about an object or phrase appearing in the Creator's own content
- A market based on a Partner-controlled event or publication
Creator-controlled markets must:
- Clearly disclose that the Creator or related party controls or influences the underlying event
- Close before the resolving action or reveal occurs
- Use public, preserved evidence
- Define the outcome precisely before participation opens
- Avoid any undisclosed conflict or misleading promotion
- Follow any additional safeguards shown in the creation flow
WARNING
A Creator cannot secretly choose the winning result after observing market activity. Creator-controlled formats must be transparent by design.
Markets involving sensitive public events
Markets involving political events, legal proceedings, emergencies, public safety, health, regulatory actions or other sensitive subjects may require:
- Stronger official-source requirements
- Longer resolution windows
- Additional review
- Category restrictions
- Regional restrictions
- Refusal or cancellation if the market creates unacceptable risk
Markets relying on fragile evidence
A market that depends on content that can be edited, removed or disputed may require:
- A preserved recording or archive
- Multiple approved sources
- A defined fallback source
- A specific cancellation rule
4. Prohibited markets
ANYONE does not permit markets that involve or encourage:
Illegal activity or harm
- Commission, facilitation or success of illegal acts
- Violence, terrorism, kidnapping or physical attacks
- Death, serious injury, self-harm or suicide involving a specific person
- Sexual violence, abuse or exploitation
- Harm to minors
- Cruelty to animals or deliberate harm to animals
- Trafficking, weapons use or other dangerous criminal conduct
Privacy and personal safety violations
- Doxxing or disclosure of private personal information
- Private medical, financial, sexual or family information
- Non-public location tracking of an individual
- Hacking, leaks, stolen material or unauthorized surveillance
- Markets whose resolution would require violating someone's privacy or safety
Manipulation or insider advantage
- Markets designed so one party can secretly determine the result after observing positions
- Markets based on material non-public information
- Markets whose Creator intends to manipulate the underlying event
- Markets supported by fabricated, altered or misleading evidence
- Markets intended to facilitate wash trading, self-referral abuse or artificial Leaderboard activity
Deceptive or unresolvable questions
- Subjective questions without objective criteria
- Questions with missing, overlapping or contradictory outcomes
- Markets whose result is already publicly known
- Markets with no credible public evidence path
- Markets that misrepresent the source, deadline, fee or meaning of the outcome
Restricted financial or legal activity
- Markets that violate applicable law or regulatory restrictions
- Markets involving prohibited jurisdictions, sanctioned persons or restricted entities
- Markets that require ANYONE or its users to process prohibited transactions
- Any market ANYONE determines creates unacceptable compliance or legal risk
DANGER
ANYONE may remove or cancel a market even if it received participation, when continuing or resolving it would violate applicable policy, safety or legal requirements.
5. Rules for market questions and outcomes
A market question must describe one objective event.
Use objective language
| Do not write | Write instead |
|---|---|
| Will the performance be amazing? | Will Artist X perform Song Y during the official concert stream? |
| Will the announcement be big? | Will Company X officially announce Product Y before the deadline? |
| Will the post go viral? | Will the post display at least 1,000,000 views by the defined time? |
| Will the team play well? | Will Team A be declared the winner by the official source? |
Define complete outcomes
For binary markets, the rules must state what resolves Yes, what resolves No and when cancellation applies.
For multiple-outcome markets, the listed outcomes must cover all reasonably possible valid results, or include a rule for any unlisted result.
For scalar markets, where supported, the rules must define the measurement source, timestamp, units, rounding method and treatment of missing data.
6. Rules for close time
A market must close before the result is known or publicly observable.
| Market format | Required timing principle |
|---|---|
| Price market | Close no later than the defined observation moment |
| Sports market | Close before the event or measurable market condition begins, unless the question concerns a later future event |
| Public announcement | Close before the announcement is made or the relevant deadline passes |
| Creator or livestream event | Close before the qualifying reveal, action or observation window begins |
| Recurring series | Each market must have its own close time before its own result is known |
A market may be cancelled or made ineligible for earnings if it accepted participation after material outcome information was already available.
7. Rules for evidence and resolution
Every market must identify the evidence that counts.
Acceptable evidence may include:
- Supported structured data sources
- Official public websites or accounts
- Official sports, election or event results
- Public videos or livestream recordings
- Public records or publications defined before launch
- Approved fallback sources stated in advance
Evidence must be public, relevant and capable of supporting the published rule.
Creators and participants must not submit:
- Fabricated evidence
- Edited or misleading material
- Private information not permitted by the market
- Sources added after the result solely to change the intended meaning of the market
Where bonded resolution is enabled, ANYONE, the Creator or an eligible market participant may submit a resolution proposal with evidence and the required bond. A valid proposal may be challenged through the applicable dispute process.
8. Disclosure and conflicts
A Creator must disclose any relevant relationship to the market outcome, including when:
- The market concerns the Creator's own actions or content
- The Creator controls the event, publication or evidence source
- A related person or organization can influence the result
- The Creator has material information unavailable to ordinary participants
- The Creator receives compensation or other benefit related to promoting the market
ANYONE may require additional safeguards, restrict Creator participation, remove earnings eligibility or reject a market when a conflict creates unfairness or unacceptable risk.
9. Promotion and distribution rules
Creators, Referrers and Partners may share markets, but they must present them honestly.
You may not:
- Guarantee a winning result or profit
- Misrepresent the question, rules, fee, close time or source
- Hide your relationship to a Creator-controlled market where disclosure is required
- Use false urgency, fake evidence or deceptive claims
- Target restricted users or help them bypass access controls
- Generate artificial participation or attributed activity
A Partner distributing a market is responsible for displaying or linking to the market information users need to make an informed decision.
10. Review, enforcement and cancellation
ANYONE may review markets before or after publication and may take action when a market violates this Policy or creates risk.
Possible actions include:
| Action | When it may apply |
|---|---|
| Request changes | A market can be improved before publication |
| Limit discovery | A market remains accessible but is not promoted or featured |
| Reject publication | A submitted market does not meet requirements |
| Restrict participation | Additional risk or compliance controls apply |
| Remove earnings eligibility | A Creator or distributor violates applicable rules |
| Suspend account access | Serious or repeated violations occur |
| NUKE the market | The market cannot be resolved fairly or should not continue under applicable rules |
If a market is NUKEd:
- No outcome is declared the winner
- Eligible users recover gross contributions, including charged fees
- Fee-based earnings are voided
- No Final Resolver share is paid
11. Reporting a market
If you believe a market violates this Policy, contains misleading rules, creates a safety risk or should be reviewed for cancellation, report it by messaging the team directly on Telegram.
Include:
- The market link
- The specific issue
- The rule, evidence or policy concern
- Supporting screenshots or public links, if available
INFO
Disagreeing with a position or disliking a valid result is not enough to cancel a market. Reports should identify a real rules, evidence, integrity, safety or policy issue.
12. Creator checklist
Before publishing a market, confirm:
| Check | Confirm that... |
|---|---|
| Clear | The question can be understood immediately |
| Complete | The outcomes and cancellation conditions cover the result fairly |
| Future-facing | The answer is not already known when the market opens |
| Closed in time | Participation ends before the result becomes visible |
| Verifiable | The evidence source is public and reliable |
| Fair | No party has an undisclosed unfair ability to decide the outcome |
| Safe | The market does not involve prohibited harm, privacy violations or illegal activity |
| Compliant | The market follows ANYONE policies and applicable rules |
The principle
Create any market people care about, as long as the question is clear, the evidence is public and the outcome can be resolved fairly.
